Yes, that's because it's now saved in C:\Users\<your_username>\AppData\Local\Rufus
. This was changed in version 3.15.
Which causes you to have to download the same files each time and cannot generate the installation media offline
I'm not seeing any evidence of that from your report.
Especially, the log states:
Using existing 'C:\Users\Miguel\AppData\Local\Rufus/syslinux-6.04/20200816/ldlinux.sys' ✓

which means Rufus was able to properly detect the previously downloaded files and reuse them.
Can you please test what happens if you try to recreate the same media twice, from the same ISO? Do you actually see Rufus prompt you to download the syslinux files again?
I remember testing that, even though we are no longer storing the files in the same directory as the app, they were being reused as expected, instead of being downloaded. So please make sure that you do test that Rufus is asking you to download the same files twice, rather than assuming that, because the default location where we save the files has changed, there must be an issue.
