Issue description
I just created a Windows 11 24H2 installer which works absolutely flawlessly on a Sandy Bridge laptop, but on an AMD Phenom II x6 1045T the installer is complaining about the cpu not supporting SSE 4.2. This is entirely correct, but to my understanding 24H2 only requires the POPCNT instruction of the SSE 4.2 instruction set, which has been supported on AMD cpu's since 2007. Would it be possible for Rufus to create an install wrapper that checks specifically for the POPCNT instruction rather than the entire SSE 4.2 instruction set?
