Reconfigure CI

[LecrisUT]

• Added pre-commit to enforce clang-format and other typical style checks
• Changed github workflow to add that CI
• Moved conan builds to CD workflow

See #260 for fixes required to satisfy this and my fork for current CI status until workflow is approved.

Are you OK with me merging this in a squashed commit? I don't see how keeping the single commits are useful except for other PRs.

For each PRs, yes go ahead and squash, that's why I've tried to separate them logically in different PRs
