I'm getting mostly same issue. The differences though:
1) It does not matter whether the controller is connected or not. Actually
sometimes without emulator the game detects the controller though buttons and
axes are scrambled all over the place of missing.
2) Mine started after upgrade to Windows 8 (not 8.1) from Win7. Same computer,
same game, same configuration (tried both exactly same x360ce version as on
win7 and newest version). Win 7 used to work like a charm, win 8 - sometimes
causes reduced framerate where the visuals start to stutter, sometimes it seems
to go down to 0.5 FPS or worse.
Removing the xinput1_3.dll fixes the performance, but controller becomes
unusable.

I hve same problem with win 8.1 , and game pad is red gear.
But I get vibration in game pad only first time when I play a game.
And next time no vibration. So plz suggest the link of driver.

Hi, i downloaded the latest x360ce with x86 and x64 library, and i cannot
configure to work in need for speed rivals!
When i start the x360ce.exe then my controller work perfectly but when i start
the game it does not make any sense, the controller wont work!
I have xeox speedlink sl-4446-BK-01 , and i trying to make it work on windows
8.1 professional x64.
Please help me.
