Added hlines to h/f #223

I noticed that horizontal lines were no longer in the header and footer of landscape pages for resdocs. If this was not intentional, this is code to add horizontal lines and adjusted spacing of headers/footers on landscape pages to match portrait pages

Headers and footers were not appearing in tech report. Removed horizontal line capability for h/f as not part of tech report design. The \TPHorizModule is what addeverypage hook uses to determine the orientation of a page so had to adjust those to be page dimensions.
