Add HBLL INS to get_survey_sets() #13

Better to add HBLL INS (ssids = 39, 40) as a default so that they don't get missed in future synoptic and other comprehensive data pulls?

Yes, probably. Go for it. R CMD check looks to be failing because lifecycle needs to be added to imports. That can be added.
