Update figure and table captions for consistency

A few things to update:

• [x] Put SAR name at the start of the caption (see storyboard) for major SARs.
• [x] Format minor SAR and special area figure/table captions like major area captions for consistency.
• [x] Format MCMC diagnostic figure captions for consistency.
• [x] Update French translations (major, minor, special); some may be worth using the translation service (i.e., storyboard?).
