Functionalise the citing of data sets #11

Be good to have a function like citation.pacea() for a given data set (or multiple data sets), that gives an example sentence for how to cite it, along with the reference. So that users can just type: e.g. citation(oni, pdo)

For now am putting citation details into the documentation of each data set.

Be nice to have but would take time, and for now focus on other aspects.
