(WIP) Update requirements to avoid breaking dependents #178

I'm maintaining a Python package that depends on pycaption:

Updating the requirements of this package doesn't break pycaption, but forcing a downgrade for projects that depends on more update to date packages.

Looks like this package isn't maintained. I'm closing this PR.
