[x] python-poetry as dependency/environment/build management tool
[x] docker as the development environment
[x] pre-commit as linting manager
[x] move flake8 out of unit tests (to the pre-commit phase)
[x] black as syntax linter
[x] Github Workflows as CI/CD
[x] add markdownlint
[x] update project management documents (CONTRIBUTING.md for sure)
[x] unify CI & local testing process (via dockerization)
[x] update requirements
[x] switch to pyproject.toml (& remove devops/requirements)
