Padding Option for Vorbis Files #246

Rubyripper should write vorbis tags with the padding option -p 4.

This makes post editing of tags much faster, since the files dont need to 
be rewritten

My bad.. oggenc does not have -p option yet... i was thinking about oggenc2.

Anyway, its been discussed with some vorbis guy.
