I am new to image processing. I want to know is there any sample code or any 
reference for Rotation Invariant Template Matching.

If you need Rotation Invariant Template Matching, then go to Google. Here is a 
starting point - SURF algorithm. From Wiki you will find links to additional 
information and some implementations.
