We currently let you change other steps into each other, TemplateStep should probably be included

You can only create a TemplateStep from the ProcedureGroup UI

Add TemplateStep to the list, and also add this drop-down to the TemplateStep page widget?
It's possible at some point I decide the TemplateStep UI is too cluttered and close this issue. Until then this will remain up
