Add IOC Reboot Button #19

Expected Behavior

The laser group can do first level troubleshooting and recovery.

Current Behavior

If the motion IOC needs to be rebooted, we (ECS) have to do it.

Possible Solution

Add a button that will perform a soft IOC reboot.

Context

The laser group would like to enhance their ability to do first level troubleshooting. Knowledge of how to reboot the IOC was requested. A soft reboot button seems like the simplest way to provide this capability.
