[LCLSECD-91] Intermittent random values shown for configuration #1

Per a user report:

the GigE camera configuration GUI (MEC Home > Detectors > Config - Laser Cams > SPL GigE 3 (for example)) crashes after a short time.

When the GUI first loads, everything seems fine except all the fields under 'Camera Type' blank out. After about a minute or so (whether you click around on a sub-menu or just wait), all the PV fields on the entire GUI (main screen or submenu screens) all suddenly go white.

The camera is definitely still running, however, as the camviewer read-out still works, and the image data PV can still be accessed from a Python EpicsSignal object (for example). Also, closing the screen and then re-opening it again will show everything refreshed again before whiting out the same as before. Not sure what this is indicative of, but it happens on multiple cameras.

Extreme values being written to different PVs, inability for the GUI to respond or report or even reboot) popping up again this morning, but it seems to be limited to SPL CAM 1 (MEC:GIGE:22). See below for a side-by-side comparison with a camera that's actually working. On the malfunctioning unit, there are loads of crazy and unchangeable values (or even jibberish written into the 'Driver Type' field), the heartbeat and up-time counters are not incrementing, and the IOC Reboot button is unresponsive, but the iterators for the "current time" are live, and other cameras on the same host seem to be (at least sorta) working
