evrStatus pydm #168

Description

evrStatus now uses a pydm screen to display timing information. Additionally, the list of evr pvs has been updated to remove defunct pvs and add new ones.

How Has This Been Tested?

shellcheck and launching the screen by specifying the hutch, pvs via command line arguments, and by entering manually using the -evr flag.

to_display comment has been updated

Been a while since I ran this, will respond to the rest of the feedback when network is back up and I can make sure it all runs
