changing the interlock logic of the gatt to interlock VRC-140 to PMF-120 instead of PMF-140

VRC-140 is being interlocked to PMF-120 because PMF-140 is currently being removed from the vacuum pumping line to section 140 of gatt. This change will be reverted when we have an adequate replacement for the current PMF-140.

It has not yet - this is to receive feedback before merging and testing
