ENH: add in BTPS code from prototype

• Add in BTPS prototype code, as of yet unlinked to shutter control
• Bumped ads-ioc version
• Disabled floating point exceptions (necessary for lcls-twincat-general-backed PV linking)
• Rebuilt IOC
• Bumped all library dependency versions

Other than the PVs being a bit different from what we discussed yesterday, and the LSS permission thing, this LGTM. 👍

OK, I've addressed:

• PVs
• The LSS permission removal
• An archive file issue I had noticed (macros not being expanded)
• PLC project / IOC rebuilding after all of the above

I think we should be good to go now, at least for our first attempt 🤞
