Whenever we see any error on stMotionStage, put out a log message with the error message and any relevant accompanying information.
Configure the error PVs to run on notify, rather than poll, so that quick errors will be seen

I haven't tested this yet, it's just a first pass right now.

Re-reading this, I remember now that I need to test if the update PVs work- I'll go ahead and revive the test motion IOC.
