ENH: add some more error messages for motors

Description

• Add error messages from issue texts
• Add a placeholder message for when we need to make fake testing errors

Motivation and Context

• closes #152
• closes #199
• I accidentally made a fake error today that matched a real error code

How Has This Been Tested?

I did the "check all objects" syntax check, I didn't go back and try to cause these specific error flavors, nor did I think this required a unit test.

Where Has This Been Documented?

Just this PR for now, later in the release notes
