Statistics Re-Work #14

Created FB_HomsStats to calculate gantry Y and X difference standard deviation and mean. Calculations done with encoder counts and then converted to actual values.

Changed FB_RMSWatch to make root mean square calculations with encoder counts before converting final values to actual positions.

These changes are running in the lcls-twincat-optics 0.0.0 dev version.

FB_HomsStats running on HOMS XRT project MR1L3, MR2L3, MR1L4

FB_RMSWatch running on 12 axes on HOMS XRT project.
