Add Coating Temperature Faulting

Description

• In FB_MirrorTwoCoatingProtection added 4 Fast Faults.
• 2 Fast Faults for Upper Coating
• 2 Fast Faults for Lower Coating
• 2 because there are 2 RTDs on the mirrors; one left chin guard, one right.
• Added bMirrorTempFaults for backward compatibility
• Threshold read from the PMPS database. see https://github.com/pcdshub/lcls-plc-tmo-optics/pull/43/ for the use case of this library addition.
• Currently, set to auto clear after 10% drop from the threshold.

  Motivation and Context

• MR2 and MR3 K4 KBO mirrors requested temperature faulting.

How Has This Been Tested?

• I ran this twincat-optics version on TMO-Optics. I forced the RTD values above the threshold and watched fault Okay readback for False
