CI: update to new CI standards #9

Travis CI (continuous integration) settings update for all PCDS PLC projects.

If I've mistakenly done something here or you have a different branch with an already-valid configuration, please close the PR and let me know.

Please only merge if the continuous integration passes.
If successful and merged, this will generate a nice documentation page on https://pcdshub.github.io/(repo_name)
After merging, please add a link to the webpage in your project settings.
