ENH: add TMO and RIX lightpath configs #118

Description

Add TMO to lightpath config with instructions to include KFE and RIX

Motivation and Context

KFE devices are part of TMO and RXI's paths This is also used in hutch python to decide which happi devices to load

How Has This Been Tested?

dev checkout in tmo/rix hutch pythons

pcdsdevices v3.3.0 on conda forge is actually missing the pcdscalc dependency, I'm going switch the recipe to v3.4.0 and let this sit until tagging pcdsdevices and fixing the dependencies

Closing and re-opening to pick up the newest pcdsdevices tag in the CI
