Try releasing the pyqt pin

Maybe this fixes our matplotlib py3.11 issues?

The CI here runs fine without the pin :+1:, though the specifics of the py311 failures here make me super confused.

This ends up not fixing our CI issues, but it's probably good to not carry the pin here if unneeded
