ENH: Timetool Compensation #12

Adds in the ability to do time tool compensation using the MEC fstiming object.

This is not yet tested, and requires feedback from Eric. We will test this later today.

Closes #10.

Tyler, can you check with @klauer and @ZryletTC ? In XPP/XCS we have the virtual motor lxt (Vitara) & lxt_ttc (Vitara w. time tool compensation). I would only want to support one way to do timing in the HXR hutches if at al possible. We do not have an 'fstiming' object for XPP/XCS, most an assortment of motors, so maybe we can move forward in a combined way here.

@silkenelson Merging this for now. We can take a look at standardizing this after the experiment.
