Pulling in LV08 experiment file. Doing this as a separate branch in the MEC repo rather than from my fork as there is some laser scientist code in the MEC dev area, and I want others to be able to contribute if needed. I also don't want MEC running out of my home directory. Will keep this out of master until the code is fully vetted.
