CI: pin numpy in CI tests for downstream incompatibilities

Description

Pin numpy back in CI

Motivation and Context

This is one of the reasons why CI may not pass and I need to make an edit to make a PR and I want to see how close this is to being interoperable with bluesky latest. I saw some alpha builds on conda but no pypi builds yet of the upcoming bluesky tag.

Current status here is conda passing, pip dead. Probably we leave this untagged going into the conda release this month.
