Change Carbide Base Rate to 33kHz #32

The carbide is likely moving to 33kHz base operation (from 929kHz). We need to update the configurations to reflect this, after testing.

The TPR configuration for bay 2/3 doesn't actually touch the Carbide rate. This is treated as manual.
