Add TIC Gate Goose Trigger #37

Adds support for controlling the TIC gate goose trigger.

Ride-along update for SC timing metadata PVs. Adds support for viewing them, but doesn't do anything with them regarding XPM programming (yet).

Testing on bay 3. Once everything looks good I'll duplicate the changes for bay 2.

This effectively works, but we're looking into a complete re-write of this application in the next week or two. Would like to just merge; there will be many updates to come soon.
