v2.4.0 might be broken #119

v2.4.0 should not be broken for lcls1, but there will be an edge case for the new lcls2 builds. See

117 for the test suite failure reasons

118 for the pypi failure reasons

These should be addressed of course, but there's no need to halt conda-forge deployment of v2.4.0 for this library
