MNT: noarch, python 3.7+, linkage script cleanup

Description

• Update travis config to the shared configurations
• Remove all extra linkage steps from the conda build
• Edit pcdsdaq_lib_setup to link directly to the daq directories
• Make the package noarch and allow new python versions

Motivation and Context

• The linkage steps are prone to error and failed when I made the package noarch
• The linkage steps are no longer needed since Dan added .abi3.so sym links to the daq release folder
• closes #95

How Has This Been Tested?

• Unit tests hopefully still pass
• Interactively on psbuild (with some hiccups- still resolving)

I actually intentionally leave the lib setup out of the environment activation because having your LD_LIBRARY_PATH munged can have unintended consequences. There's also a branch in that script that requires you to set up a $HUTCH environment variable first, so that would have to get cleaned up for auto-activation to proceed.
