BLD: recipe test-requires, not test-requirements #163

Description

Conda recipe needs test-requires, not test-requirements

Motivation and Context

Ran into this looking at lucid

How Has This Been Tested?

The test suite should now have all the necessary test packages... though tests here look rough

It's hard to verify this one since whatrecord doesn't have working conda builds due to requiring epicsmacrolib

Can't break the conda build any more than it's already broken then haha
