When CPU accesses VCE palette entries during active display, last known value in latch should be reused.

Example: Dracula X has a "shimmer" effect on the water at the beginning of stage 5. see this issue reported for MiSTer: https://github.com/MiSTer-devel/TurboGrafx16_MiSTer/issues/165

This may never be solved on Mednafen, as the minimum processing period would need to be roughly single-pixel in size
