Need PRC for validator set for next epoch #23

When a new validator voter got selected for next epoch, he/she may need time to synchronize chain data and act as validator for next epoch in time. So it needs an RPC to show the validator set of next epoch when the set is ready.

Theoretically the set should be ready after 95% progress of an epoch.
