Improve "Modify" date display format in file browser #70

Which feature would you like to see?
Current file browser's modify date format is unusable.
I think that this format depend on OS language.
My language is Japanese, date format is Wed 8 Month 7 00:00:00 2009.
(Wed is sample, in Japanese "水")

How is it useful to users?
User can change date format.

Have you seen this feature in other applications? If yes, which ones?

I found the another issue.
Modified date is not display correct time.

Folder and file modified "time" display always 00:00:00.
It should be display real modified time like 12:23:23.
