Codecs reporting Null version #35

In RL-Library, the Java Codec is reporting:
RL-Glue Java Agent Codec Version: null (null)
    Connecting to 127.0.0.1 on port 4096...

This was because RLVizLib repackages rl-glue codec but wasn't including the 
version
details on the RL-VlizLib manifest.  Was tricky, but fixed.
