Create announcement system #1

We need the ability to post blogs as announcement of upcoming events. This should be similar to a blog subject/body as rss feeded but should also include an announcements ical feed for them to subscribe to.

I created a google calendar feed. I figure we can announce on the mailing list and have the ical feed and thats good enough.
