add BinaryEye barcode scanner #315

BinaryEye is a really great FOSS barcode scanner. I had looked for a long time to find a good free barcode scanner after the one i paid for stopped being supported.

This one is great also, from what I can see there is no barcode scanner currently listed in this repo.

Thanks for maintaining this :)
