Header bar on builder #105

Need a header bar that user can click to go back to PCW home page. Make it same height as the order panel header, put PCW logo and title in there as a link.

Done. I think we can add some enhancements here, but the look is good. Benefit is now the wizard panel respects the parent container size instead of being calculated off the viewport - also matched styles to main site a bit more.
