Checked in config/scripts #12

This is a proposal about checking in config and scripts files for #10 and #11

N.B.: One problem with this PR as-is is that given the current zip uploaded to http://www.cs.cmu.edu/~pengchey/tranx.0.2.0.zip, running pull_data.sh will over-write the scripts included in the repo if you don't select "don't ovewrite". I've created a new version of the zip file without the scripts directory and put it here: http://www.phontron.com/data/tranx.0.2.1.zip

So if this could be put on @pcyin's CMU web site, and the version number could be bumped in pull_data.sh that would resolve the problem.
