Refactor to use HIBP endpoint instead of /hibp/breaches #1

pdehaan commented 5 years ago

monitor.firefox.com/hibp/breaches now throws an error as the endpoint was removed. We'll need to convert to haveibeenpwned.com/api/v2/breaches endpoint, until I can find a better solution [if any].
