Extend the Arlington data model to include an extension for "Usage of Tagged PDF in PDF 2.0" by the PDF Association PDF Reuse and PDF/UA TWGs (soon to be published). Need an extension name - "WTPDF".

Specifically in StructureAttributesDict.tsv:

add FENote as a valid O entry (as per Table 1)
new NoteType (name) with values [None,FootNote,EndNote] for when O==FENote (as per Table 2)
