Added label "proposed solution" to review at next PDF TWG meeting - there is no solution however :-)
Up to and including PDF 1.7 the specifications were explicit about the corresponding versions of character collections.
In PDF 2.0 this was replaced by a more general mechanism when character collections may be updated independent of the PDF version. The only ISO 32000-2 requirement is: "A PDF processor shall support Adobe-CNS1-7, Adobe-GB1-5, Adobe-Japan1-7 and Adobe-KR-9 character collections." (Text after Table 117).
I guess it is left to PDF Processor implementers to update the supported character collections when they are updated at https://github.com/adobe-type-tools/cmap-resources . I agree that the correct text in 9.10.2 could be improved. But no technical changes needed.
PDF TWG agree that should be an historical remark so reword as informative note (remove "shall"). @MatthiasValvekens to propose

The end of section 9.10.2 (Mapping character codes to Unicode values) states:
What does "corresponding to" mean here? And which PDF version should be used if the PDF processor supports more than one version of PDF? It would be nice if this could be clarified in the spec.
