This work is to be done based on the edge cluster POC
[x] Create NCP CRDs and operators (note this is for POC. might be replaced later with other control plane options).
[ ] Add gateway components. Gateway is for taking traffic from divider and forward to subnets in clusters (Subnet is cluster scoped. In another word, each cluster is in one and only one subnet).
[ ] Add logic to tie (edge) workloads (deployment & pods) to subnet and VPC.
