[internal] replace --print-only with --config-only #96

Description of feature

Given that the new version of harpy now uses a more robust config.yaml file, it would be more valuable to replace --print-only with --config-only, where the harpy module does all the validations and sets up the output directory, but stops short of invoking snakemake
