Add Argo Workflows, closes #154 #165

Closes issue #154

I suggest adding a separate entry for Argo Workflows under "Pipeline frameworks and libraries" since it is a project within the Argo ecosystem that can be deployed on its own for workflow automation, especially large scale data processing and ML, though also for CI. docs

It's very similar to Airflow in functionality, but it is Kubernetes-native.
