Hi! This PR makes podule builds possible again, though ultimatecdrom is the only one I've tried, and it doesn't have any access to data yet, just stubs.
This also includes a github-hosted smoke test so you'll get an email if you break the build, or have forgotten to declare a build dependency.
Finally there's also a replacement for "make serve" that doesn't involve Python, anticipating building a little back-end for Emscripten.
