As a parkee, I need to log a message when a spot is improperly vacated when it is parked in by a new parkee.

  1. Verify I log a message when a spot is improperly vacated when it is parked in by a new parkee.
  2. Verify I send a notification to the previous parker to indicate they need to mark a spot as vacated.
  3. Verify the spot used is changed from the old parker to the new parker.
