Added NEWS.md close #12

Hadley makes some suggestions. http://r-pkgs.had.co.nz/release.html

I am not sure if we need to point out which issues we resolve, since we are setting up and there will be a lot of just plain fixes (like adding Acknowledgments section...). However we might do as you wish. For me the best option is when if someone fixes something updated NEWS.md should be included. Also we need to update if someone reports a bug, but I am not sure who should do it?

Thanks for the link. I'll read it.

I can try to maintain the bugs in NEWS, no problem. So I guess we should keep track of the bugs and state their fixes in the release that's fixing them.

Yup, and also some major issue that are not necessary bugs (like adding new functions). Most importantly, we should divide it into version releases.
